Good website builder. Also checkout Cubender.com. It's also a Flash website builder but has better HTML compatibility. you can even publish to just HTML (i think).

Yes, there`s been a couple of hiccups on the way and there`s a lot to learn but in the end if you put the effort into understanding what`s happening it will work for you.
